
Sam A. LeBlanc, III is a graduate of Jesuit High School, Georgetown University, and Tulane Law School (Juris Doctorate, Master of Laws, Energy and Environmental Law) where he was a member of the Order of the Coif and of the Board of Editors for the Tulane Law Review.
In 1963 Mr. LeBlanc joined Adams and Reese and over the succeeding years he helped transform an eight attorney firm into a regional firm of more than 300 hundred attorneys with offices in five states and the District of Columbia. During this time he served four terms as Chairman of the firm's Executive Committee. His practice areas included complex business litigation, environmental law, and zoning and real estate development.
In addition to representing clients, Mr. LeBlanc has developed projects on his own. During the 1990's, he assisted a client in attempting to bring a modular housing company to the New Orleans area. Individually, he has developed a tract of townhouses in New Orleans East and owned and operated commercial buildings in the same area. In addition, Mr. LeBlanc and his wife were principals in Gulf Gaming, Inc., a distributor of Bally's Gaming machines.
Mr. LeBlanc has an extensive record of civic and governmental service. He served two terms as the State Representative and later was appointed to the State Mineral Board. Mr. LeBlanc has also served as the Chairman of the Regional Transit Authority (1980 – 1984), Chairman of the Downtown Development District (1998 – 2002), Chairman of the New Orleans Regional Chamber of Commerce (1998), and spearheaded the construction of a playground at the Fischer Elementary School in Algiers.
Mr. LeBlanc's service and expertise extends far beyond the confines of New Orleans. In 2003 he retired as senior partner at Adams and Reese Law Firm and, with his wife Noelle, joined the U.S. Peace Corps. They were assigned to Zalau, Romania where they lived and worked with the community in developing the country. Together they raised money for and oversaw the construction of a mini-golf course and two playgrounds.
Upon his return to New Orleans, Mr. LeBlanc was appointed by the Supreme Court to a seat on the State's Fifth Circuit Court of Appeal until the position was filled by an election.
Mr. LeBlanc is licensed to practice law before all Louisiana State Courts, all United States District Courts in Louisiana, and the United States Fifth Circuit Court of Appeals.
